Characteristic List Not Showing In Search Characteristic Type Page Through Case Portal (Doc ID 2140980.1)

Symptoms

On : 2.4.0.2.0 version, CA - Case Management

ACTUAL BEHAVIOR
---------------
When we are navigating case search page from case portal, search page is not showing characteristic value text box in case search page.
After click on characteristic type search button, characteristic type search page is not showing list of all eligible characteristic codes, and characteristic entity text box is missing.

EXPECTED BEHAVIOR
-----------------------
Click on search button without any characteristic entry, this page was showing complete list of characteristics eligible for case.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login in CC&B MH PROD
2. Click on main menu
3. Click on Customer Information sub menu
4. Click on Case portal

Then case search page appears, and characteristic value text box is not coming, now when we click on characteristic type search button, then characteristic type search page appears, and here when we click on search characteristic type (without putting any char code), it is not showing characteristic list, earlier it was showing.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see the whole list for Case.

Page can be displayed in Firefox successfully but for CCB 2.4.0.2.0, firefox is not supported.

In IE, if enable IE debug, following error displayed:
