Symptoms
ACTUAL BEHAVIOR
---------------------
In PS10, the scale is 0.166666666666666. It seems like PS14 introduced some rounding of the scale that is happening for charges but not for cycle credits.
EXPECTED BEHAVIOR
-----------------------
The expected behavior would be that both scales (in-active and re-active) are the same.
STEPS
-------
The issue can be reproduced at will with the following steps:
1. Create a monthly cycle product with a price of 15.99.
2. Create an account with the monthly cycle product on 3/26/2017.
3. Change status of service to in-active on 4/21/2017.
See a credit of 2.66 with a scale of 0.166666666666666.
4. On the same day re-activate the service again.
See a charge of 2.67 with a scale of 0.1666666666667.
