In PS14 Scale Differs For In-activation And Re-activation With The Same Date Range Due To Rounding

On : 18.104.22.168.0 version, Subscription Management
In PS10 the scale is 0.166666666666666. It seems like PS14 introduced some rounding of the scale that is happening for charges but not for cycle credits.
The expected behavior would be that both scales (in-active and re-active) are the same.
The issue can be reproduced at will with the following steps:
1. Create a monthly cycle product with a price of 15.99.
2. Create an account with the monthly cycle product on 3/26/2017.
3. Change status of service to in-active on 4/21/2017.
We are seeing a credit of 2.66 with a scale of 0.166666666666666.
4. On the same day re-activate the service again.
We are seeing a charge of 2.67 with a scale of 0.1666666666667.
