OSM Managed Server Taking More Time To Start Up. (Doc ID 2142008.1)

Goal

Customer has Virtual machines and 4 managed servers in each Virtual machine.i.e. They have a total of 16 Managed servers.

Observation :
  When they restart only one managed server, it takes around 1 hour to start up. Contradicting this, when they restart all 16 managed server at once, the Managed Servers come up within 15 mins.

Explain why there is a huge difference in time that a managed server takes to start up when it is restarted Individually
