BSP Financial Plan Form is Read Only / Greyed Out and Users Cannot Add Balance Driver (Doc ID 2142257.1)

In Oracle Financial Services Balance Sheet Planning (BSP) 8.0, the Financial Plan Default screen is read only / greyed out.  For example:


As a result, users cannot enter the Balance Driver 'F700' required to run a complete Calculate.

You have already checked the following:

1. All dimension members selected in Financial Plan Default are level 0 / leaf level values and are not node values.
2. The "As-of-Date" is set correctly in "3. Cash Flow Engine Preferences" (as defined the active Time Bucket definition).
3. The First Year, End Year, Current Month, Start Period, and End Period look correct in "1. Configuration"

You have tried re-saving these values but the Financial Plan Default form remains disabled.  You do not know how to make the form editable.
