Workflows Remain Active When An Item Is Deleted

Information in this document applies to any platform.
The workflow still appears in the workflow instances report, but just has a "null" value for the scope. The workflow task also remains in users task lists with a blank scope.
For now, I'm made a note that a best practice before removing an item from an environment to first check and see if there are any active workflows for that item and stop them before the item is removed.
1. Create an item
2. Start a workflow with that item as a scope
3. Remove the Item
