Symptoms
On : 7.5.0.12.0 version, PricingCenter
When trying to open 'Detailed Discount info' tab in PricingCenter for any existing discount an exception is thrown:
"There is already a discount in the database with this name. Enter another name, and try again."

The issue can be reproduced at will with the following steps:
1. in Pricing Center open any discount from the BRM database
2. click 'Detailed Discount info' tab
