Unable To Change Timezone In Options If Calendar Server Is Not Present

Using: Convergence 18.104.22.168.0
We have a Convergence deployment that consists of Messaging Server and Address Book only - ie. no Calendar Server, IM or ISS.
The documentation seems to indicate that users can select a timezone in Convergence. However, when we go to Options -> Date & Time, there is no drop down in this area. The only timezone that appears for the user is whatever the iwcadmin property user.common.timezone is set to, which cannot be changed by the user.
What the user actually sees is the value filled in with no actual "box" surrounding the entry; nor any pull-down to change it.
