Reports Are Not Being Scheduled For Cases That Meet Criteria Of Expedited Reporting Rule

A case that seems to meet all the criteria of an Expedited Reporting Rule (ERR) does not get the corresponding report scheduled. Reviewing the SQLTimes log shows that the ERR is not even invoked.
