User is Being Denied to use Payment Tool (Doc ID 2143519.1)

Goal

When user tries to login to PaymentTool, a screen pops with message  "You do not have permission for this tool".

When user tries to login from a different desktop, user can successfully login. This is reported on 7.4_PS17 version.
