Versions affected: Oracle Communications Delegated Administrator 7.0-10.00 and later

Issue:  The number of LDAP connections available for the commadmin CLI is defined by the Delegated Administrator servlet parameter 'ldaphost-maxcount'.  These LDAP connections are correctly used and then released when running 'commadmin user create...'.  The 'commadmin user modify ...' command doesn't release the LDAP connections.  The commadmin command eventually runs out of LDAP connections and will hang:
