"ORA-01034 ORACLE not available" Error When Running nms-install

When running nms-install on 220.127.116.11.0, the script output started like this:
Checking version of the database server.
If the database is not ready yet, you may skip this check.
Please enter connect information (or press enter to skip check):
NMS DB User: <user>
NMS DB Pass:
Oracle service name(NMS1203):
DB connect failed on exception:
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
SVR4 Error: 2: No such file or directory
[SQLCode: 1034], [SQLState: 08006]
The rest of the installation ran successfully.
Why could an nms-install start off with a "ORACLE not available" error, yet run successfully?
