Damage Assessments (DAs) on an already opened device that has an outage is generating a second outage
It is expected that if there is an existing outage event on a device where a DA has been submitted for this same device, there should not be a new event created just for the DA.
The issue can be reproduced with the following steps:
1. Create an outage device on a particular device
2. Submit a Damage Assessment associated to this device.
3. Note that a second outage event is created for the DA.
