AIP Online: Unable to Update User Limit for the AIP Online Service in Phantasm

A customer reported an issue trying to update the user limit for the AIP Online service in Phantasm (Enterprises -> Services tab). The customer was able to enter user limits for Core Administration service, but any number entered against AIP Online service was not saved. Because of this, the customer could not create any regular AIP Online user (the limit was 0).
Is there a workaround to setup the user limit for AIP Online services so that non-admin AIP Online users can be created?
