"VTable is not loaded - PROJECT" When Attempting to Launch Visualizer (Doc ID 2145710.1)

When attempting to launch Tools, Visualizer from P6 Professional (or as a standalone application), the login does not complete (login window hangs) and the following error appears in the Visualizer.log file:

Critical General, OpenSession Exception occurred: OraclePrimavera.Core.EVirtualTableError: TCVirtualTable.OptFieldIndexOf: VTable is not loaded - PROJECT

  at Primavera.API.ApplicationSession.OpenSession(String anAlias, String appUserName, String appPassword, String selectedLanguageId, Boolean IsClearTextPassword)

The issue can be reproduced at will with the following steps:
1. Login to P6 Professional.
2. Launch Tools --> Visualizer
3. Enter the P6 Professional username / password in the login box, when received
4. Click the 'arrow' button to login.
5. Observe the login window remains (hangs).
6. Login to Visualizer is not successful.
7. Observe reported error in the Visualizer.log file (\Users\\AppData\Local\Temp\Visualizer.log)

The issue has the following business impact:
Due to this issue, the user cannot use Visualizer.
