Why is Push Plan data only available within SCP Supply Chain Planning responsibility on source ERP and not from with ASCP Advanced Supply Chain Planning responsibility? (Doc ID 2146009.1)

Goal

After running Push Plan Information from Advanced Supply Chain Planning responsibility on decentralized planning instance,
why is the Push Plan Data only accessible from the "Supply Chain Planning" responsibility and not the "Advanced Supply Chain Planning" responsibility on the source ERP instance?
