ORPOS Does Not Fail Over to the Store Database When It Encounters a Configuration Error While Retrieving a Transaction

In Oracle Retail Point-of-Service (ORPOS), the Store Server does not fail over to the store database when it encounters a configuration error while retrieving a transaction from the Central Office database.
The ORPOS application displays a "Transaction Retrieval Offline" message instead of retrieving the transaction from the Store database.  The following configuration error can be noted in the logs:
