Endeca HTTP Service (Platform Services/ EAC) Not Responding Due to Port Binding Failure

EAC stopped responding causing Endeca application stability issues.  Jobs like baseline updates fail when trying to run jobs on specific EAC Agents, and on the EAC Central Server the following 'Connection Refused" error can be seen in the $ENDECA_CONF/logs/main.0.log when attempting to communicate with a remote EAC Agent:
