OraGenSec.exe Fails With "Can't Load 'auto/DBD/Oracle/Oracle.dll' For Module DBD... (Doc ID 2146569.1)

Goal

OraGenSec.exe Fails "Can't load 'auto/DBD/Oracle/Oracle.dll' for module DBD::Oracle: load_file:The specified module could not be found at /<C:\Users\azureuser\Downloads\MWM2.3\MWM-V2.3.0.0-database\Database\MWM\Security\OraGenSec.exe>DynaLoader.pm


Following the instructions for MWM 2.3 install under windows and when got to the "Configuring Security" section on pg 2-22 got an error.

According to the instructions, "The configuration utility and scripts are located in the .\MWM\Security folder."

But got the following error:

C:\Users\azureuser\Downloads\MWM2.3\MWM-V2.3.0.0-database\Database\MWM\Security>OraGenSec.exe
Can't load 'auto/DBD/Oracle/Oracle.dll' for module DBD::Oracle: load_file:The specified module could not be found at /<C:\Users\azureuser\Downloads\MWM2.3\MWM-V2.3.0.0-database\Database\MWM\Security\OraGenSec.exe>DynaLoader.pm line 222. at perlapp line 848.
BEGIN failed--compilation aborted at OraGenSec.plx line 33.


Found that 'auto/DBD/Oracle/Oracle.dll' was available under the MWM-V2.3.0.0-database\Database\FW\FW43010\Install-Upgrade directory. But when tried that got an error with a missing perl58.dll message.  We downloaded and put perl58.dll in the MWM-V2.3.0.0-database\Database\FW\FW43010\Install-Upgrade directory, then got this error:

C:\Users\azureuser\Downloads\MWM2.3\MWM-V2.3.0.0-database\Database\FW\FW43010\Install-Upgrade>OraGenSec.exe
Can't load 'auto/DBD/Oracle/Oracle.dll' for module DBD::Oracle: load_file:%1 is not a valid Win32 application at /<C:\Users\azureuser\Downloads\MWM2.3\MWM-V2.3.0.0-database\Database\FW\FW43010\Install-Upgrade\OraGenSec.exe>DynaLoader.pm line 222. at perlapp
line 848.
BEGIN failed--compilation aborted at OraGenSec.plx line 33.
