On : 2.1.0.3 version with March 2016 rollup applied.
Unable to process an ongoing IE syncs with D1-SIOPN batch.
Unable to process an ongoing IE sync with D1-SIOPN batch after installing the March roll up patch. Similar IE sync message was successfully processed using D1-SIOPE batch.

2. Run D1-SIOPE
3. Review logs for error details
