Error: "File not found in the server. Please contact your administrator." When Attempting to Open an Exported XML Project in P6

Information in this document applies to any platform.
When attempting to open an exported XML project within P6 (Web) or P6 Professional (clicking the Download File link from Job Status screen), the following error occurs:
"File not found in the server. Please contact your administrator."
Note: This can occur for either Primavera XML or Microsoft Project XML (MSP XML).
The issue can be reproduced at will with the following steps:
- Log into P6 Web.
- Export an XML project (either Primavera P6 XML or MSP XML).
- Attempt to open it using the link provided.
- Observe Error.
