Open Services Development Does Not Report Traffic Statistics

Symptoms
On all versions of Network Charging and Control (NCC), the Open Services Development (OSD) interface does not collect statistics on Simple Object Access Protocol (SOAP) traffic nor report details on requests by client Application Service Providers (ASP).
The osdInterface has a configuration option, "loadReportingPeriod" defined as the "Number of seconds between automatic status reports". This parameter has no influence on the reports.
