Update Synonyms error --- ORA-20001: Error in Procedure DEFINE_GLOBAL_VARIABLE ORA-06508: PL/SQL: could not find program unit being called (Doc ID 2147883.1)

Goal

Customer has done the 12.2.4.1 and after that is ran the concurrent program 'Update Synonyms' and got below error

Calling CALL_DM_BUILD_PROCEDURES.
ORA-20001: Error in Procedure DEFINE_GLOBAL_VARIABLE ORA-06508: PL/SQL: could not find program unit being called

When they tried to execute below command get below error

exec demantra.CALL_DM_BUILD_PROCEDURES;

Error starting at line : 6 in command -
exec demantra.CALL_DM_BUILD_PROCEDURES
Error report -
