Multiple RIB Messages Created When Creating a New Warehouse

When creating a physical warehouse with an associated virtual warehouse, two Retail Integration Bus (RIB) messages with the exact same payload are being generated for the virtual warehouse (i.e., a 'CRE' and 'MOD' message).
The same information is sent downstream twice, reflecting only one action; the only difference between the two is the message type.

It is expected that only one 'CRE' (create) message would be generated.  This issue does not impact correctness of data, but it does double the processing resources needed to integrate the message to all targets.

Steps to Reproduce:

  1. Create a Physical WH from Retail Merchandising System (RMS) and associate a Primary Virtual WH to it.
  2. Check WH_MFQUEUE.
  3. Two records exist for the virtual warehouse: a 'cre' and 'mod' although the warehouse was only created, not modified.
