How to Fix Console Users Missing On DW_REPORTING User Table (Doc ID 2148662.1)

Goal

Why are users missing from reporting dim table and how do you add them back?
There are a number of active users who exist in IM but do not exist on the Analytics table DW_REPORTING.DIM_USR. As a result, analytics information for these users does not show up on the OKM Analytics OBIEE reports - particularly the User Interaction report. These users do not exist on the DIM_USR table.

I tested with one of the users in InfoCenter to see if their search events were being captured by the JMS Queue. I confirmed that the search events are showing up in the /Analyitcs/instances/AnalyticsEventRouter/Inquira-AnalyticsEventRouter-analytics.log, also the user's searches showed up in DW_REPORTING.DIM_QUESTN. So their activity is being captured.

1. What could cause a user to get missed on the DIM_USR table?
2. How/when are 'UserAdd' events generated?
3. Is there some way to trigger a "re-capturing" of the missed users into the DIM_USR tabl
