Conflict error generated against the duplicate price Change

Inconsistency how NIL batch is handling duplicate Regular Price Changes. Conflict error generated against the duplicate price event

Steps to Reproduce :

1.Find Item Parent and SKUs not ranged,Item Parent XXXXX
2.Create duplicate price changes at Item Parent/Zone level with effective date of VDATE + 1 and different fixed amount. Verify RPM_ZONE_FUTURE_RETAIL
3.Range one of the SKUs to WH YYY and Store ZZZ then run NewItemLoc batch
Verify which regular price change got inherited
Verify payload records
What happened to the one not inherited
4.Range the same SKU to another store SSS then run NIL batch
Verify if 2nd store inherited the same regular price change
5.Run PriceEventExecution and PriceEventExecutionRMS batches

Error Received :  “Error ORA-30926: unable to get a stable set of rows in the source tables returned by program unit RPM_PRICE_EVENT_SQL.UPDATE_ITEM_ZONE_PRICE.” when executing
