Issue While Dispatching Two-Part Jobs in v2.2.0.3 (Doc ID 2149209.1)

Symptoms

We are observing an issue where a two-part job is booked, only 1 job is getting dispatched and other job is stuck in Being Scheduled state.
When analysing the sched log we see the same error across multiple schedulers for the different shifts who are facing this issue.

Steps to Reproduce:
1) Create a two-part activity
2) Activity created in MWM should be assigned to an engineer
3) Activities unassigned and allocated to new Engineer by System
4) Batches running and activities transitioned to Being Scheduled followed by Queued for Dispatch for new engineer
