Outlook Cannot Connect to IMAPS 993/TLS, POPS 995/TLS, SMTPS 465/TLS

Information in this document applies to any platform.
Outlook cannot submit messages over SMTP submit port 465/TLS; it times out. It works fine for port 465/SSL.
Outlook also cannot connect to:
-IMAPS: port 993/TLS, but the connection works for port 993/SSL
-POPS: port 995/TLS, but the connection works for port 995/SSL
Outlook will produce the error "operation timed out waiting for a response" when SMTP is configured to use port 465/TLS
