Symptoms
Naming Service(nms-naming-service/tao_cosnaming) is failing to initialize. The following message is in the log file:
tao_cosnaming -p $CES_LOG_DIR/Naming_Service.pid -ORBEndpoint iiop://$NMS_NS_HOST:$NMS_NS_PORT

TAO exception, minor code = 63 (endpoint initialization failure in Acceptor Registry; low 7 bits of errno: 99 Cannot assign requested address), completed = NO
Failed to start the Naming Service.
