Naming Services Fails to Start With Error "Cannot assign requested address" (Doc ID 2151621.1)

Symptoms

Naming Service(nms-naming-service/tao_cosnaming) is failing to initialize.  The following message is in the log file:

tao_cosnaming -p $CES_LOG_DIR/Naming_Service.pid -ORBEndpoint iiop://$NMS_NS_HOST:$NMS_NS_PORT
(6925|139938883208992) EXCEPTION, TAO_Naming_Server::init_with_orb
system exception, ID 'IDL:omg.org/CORBA/BAD_PARAM:1.0'
TAO exception, minor code = 63 (endpoint initialization failure in Acceptor Registry; low 7 bits of errno: 99 Cannot assign requested address), completed = NO


Failed to start the Naming Service.

NMS_NS_HOST is set to server02
and NMS_NS_PORT is set to 17820
