OPPM tabs are unresponsive (Doc ID 2151648.1)

Symptoms

On: OPPM 15.1.1.1

ACTUAL BEHAVIOR
---------------
As a local Admin, upon logging into OPPM, the main window freezes and there are no drop-downs for Forms or Portfolio. Clicking on the tabs across the top do nothing. However, the Setup and Admin links work correctly and display just fine.

EXPECTED BEHAVIOR
-----------------------
The main window would be responsive including all tabs across the top.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into OPPM
2. Click on the tabs across the top
