ECC Plan Not Honoring Post Processing Lead Time Accurately For Make Items (Doc ID 2152146.1)

Symptoms

On : 12.2.4 version, Constrained Planning in PROD:

Users are on 12.2.4 and have applied 12.2.4.1 patch 19549533. They are using 64 bit Linux MBP and have file version MSONWL64.ppc 120.15.12020000.20.1202060.28 from one off patch 23578047. They run ECC Classic Constrained Plan. They have setup an item simulation set in ASCP and have setup post processing lead time on several make items. Their organization manufacturing calendar is 24x7 (7 on 0 off). ASCP seems to inflate the post processing lead time. Example data:

Item name = 503330
Org code = KAS:586
Inventory_items_id=121, Organization_id=1082,
post processing lead time = 7

There are 3 planned orders with the following dock and due dates:

Post-Processing lead time should be calculated correctly in plan output.

Things tried/looked at:

A. Found bug 18903899 but they are not using minimum transfer qty (MTQ) in the routings at all
B. ASCP profile MSC: Include Postprocessing lead time when planning for make orders = Yes

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Plan with Make item having post processing lead time
2. Review workbench results
