Clearance Maintenance Screen Allows To Pick The Date Older Than Vdate Date To Reset The Clearance (Doc ID 2152270.1)

RPM clearance maintenance screen allows to select the reset date older than vdate date to reset the clearance that is already in executed state.

Steps To Recreate:

1. Log on to RPM
2. Take any executed clearance from maintain clearance screen, and change the reset prior to vdate.
3. Click on apply button, it changes status to Conflict check
4. In the application it throws the below in the Alert section
5. Clearance Conflict Check Complete with below error: 
com.retek.platform.exception.RetekUnknownSystemException:
PACKAGE_ERROR@1ORA-01400: cannot insert NULL into ("RMS13"."RPM_CLEARANCE_PAYLOAD"."CLEARANCE_ID")@2RPM_CC_PUBLISH.STAGE_CLR_MESSAGES
