OPPM Is Not Using The Cached Version Of The Value List (Doc ID 2154555.1)

Symptoms

ACTUAL BEHAVIOR
---------------
OPPM is not using the cached version of the value list and is therefore downloading 2.2M data on every page load that has a drop down.

EXPECTED BEHAVIOR
-----------------------
OPPM should use the cached version of the value list.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OPPM.
2. Navigate to any page including drop-down list, e.g. form.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot view pages with cached data.
