AGILE9_STARTUP_TRG Is Not Compiled When Upgrading Oracle Database to 12c (Doc ID 2155274.1)

Actual Behavior

When upgrading Database from 11g to 12c, AGILE9_STARTUP_TRG would not be compiled as part of the ulrp utility (which is a utility to compile all invalid objects in the data dictionary).
This will cause Oracle Database fail to start.

Expected Behavior

When upgrading Database from 11g to 12c, AGILE9_STARTUP_TRG trigger to be compiled properly.
If the trigger itself is unneeded, have the trigger to be removed or disabled from Agile schema

Steps to Reproduce

1. On Agile database server, upgrade Oracle Database from 11g to 12c
2. Check the status of AGILE9_STARTUP_TRG in Agile schema


 Upgraded Oracle Database to 12c
