Unable to Logon with MetaSolv Solution Client (tbs.exe) after Upgrading Java/JDK on WebLogic Server 10.3.1 and Startup Errors (Doc ID 2155717.1)

Symptoms

MetaSolv Soltion version 6.2.X

Unable to logon with the MetaSolv Solution Client (tbs.exe) after upgrading Java/JDK on WebLogic Server 10.3.1 from 1.6.0_05 to 1.6.0_XX as well as startup errors in the application server logs.  The client throws a data-related error for "Cannot establish connection to database" when attempting to logon.  The application server throws a "GenericStartup.init() failed" error during startup and a corresponding error in another log indicating it cannot instantiate the default ORB implementation which is caused by a "java.lang.ClassNotFoundException: org.jacorb.orb.ORB" error.  Additionally, an "Error 500--Internal Server Error" is thrown attempting to access the MetaSolv Solution AppServer Runtime Information report page.
