How to make a single attachment available for translated articles irrespective of the locales ?

If there is a file attribute on an article when the article is created through InfoManager console in a locale (for example English US) it can contain an attachment.   Then the article is translated into another locale (for example Japanese).  While translating the article, it will produce the  same channel schema to create the article in Japanese locale.   It will also show the "Attachment" attribute to attach any file for the Japanese locale.   If the Author fails to attach any file, it won't attach the same article from the English locale.  The attachment will not be visible on InfoCenter for Japanese locale.  This is OOTB behavior of the product.
