Unable To Login To TMS

Information in this document applies to any platform.
When clicking on the Launch button to launch TMS in the OHS 4.6 Launch screen, the small window with the message "Please do not close this window as report, file viewing and help will stop working" appears but nothing happens afterwards.
You cannot login to TMS.
What is a possible cause for this?
