User Unable to Accept Project Delegation in Agile

Symptoms
Unable to delegate a partially completed project to a new project owner.
User cannot accept the delegated tasks on the My Assignments tab.
Pending Delegation icon does not show on the My Assignments tab.
User highlights the row for the project, clicks on the Accept button nothing happens.
Upcoming Activities and Action Items still shows Delegated, Pending acceptance. The Project Schedule shows the user as the Delegated Owner, Project State: Active, Status: Not Started. History shows user accepted but did not work.
