CRF Pages in RDC 4.6.x Takeing Too Long to Open (Doc ID 2158715.1)

The performance when logging into RDC Onsite is acceptable however, opening the first CRF page takes considerably more time that it should.

From the application server, a TNSPING is also taking 3 minutes or longer to return and when it does return the value is 20ms or less.
