Order screen had performance issue when searched at dept level.
Steps to Reproduce:
1. Login into RMS.
2. Click orders screen.
4. In action dropdown, select view/edit order.
5. Enter a department number.
6. Click search.
7. Notice that the order screen is taking longer time to display all the orders in screen.
