Transformation Batch Fails with 'Could not Connect to the Database from Login Information'

Oracle Financial Services Analytical Applications (OFSAA)
In Oracle Financial Services Hedge Management (HM) 6.1.1, when you run a Batch for a "Transformation" program like fn_popDimAccount, the batch execution fails with the following errors in the RunProc_<bactch>.log from $FIC_DB_HOME/log/date:
