Initial Justification is Blank on Japanese UI when E2B XML file is imported (Doc ID 2161332.1)

Symptoms

When accepting E2B for an imported E2B XML file, if selected standard note text for Accept E2B Note,
the displayed note text on UI is always stored in CASE_MASTER.INITIAL_JUSTIFICATION and CASE_MASTER.INITIAL_JUSTIFICATION_J is always blank in the created case.

As the result, Case Form >> General >> Initial Justification field on UI becomes as follows:
1)
If Accept E2B was done by Argus J user, the [Initial Justification] field displays Japanese texts on English case form screen.
(For Argus E user or English Language mode of case form for Argus J user.)
2)
If Accept E2B was done by Argus J user, the [Initial Justification] field is always blank on Japanese case form screen.
(For Argus J user.)
