Initial Justification is Blank on English UI when E2B Zip file is imported (Doc ID 2161766.1)

Symptoms

When accepting E2B for an imported E2B ZIP file (with I and J files), if selected standard note text for Accept E2B Note,
the displayed note text on UI is always stored in CASE_MASTER.INITIAL_JUSTIFICATION_J and CASE_MASTER.INITIAL_JUSTIFICATION is always null in the created case.

As the result, the Case Form >> General >> [Initial Justification] field is always blank on English case form screen for the newly created case.
(For Argus E user or English Language mode of case form for Argus J user.)
