UIM: Wrong RFS Configuration Version Picked In Competed CFS Service Configuration At ISSUE Operation (Doc ID 2162322.1)

Symptoms

Consider a CFS in IN Service state, that has 2 configuration versions, under which an RFS is assigned (also in IN service state) through a configuration item with 1 configuration version.
On performing a Disconnect on RFS and CFS, both the RFS and CFS go to 'Pending Disconnect' state.
The 3rd configuration of CFS, which is in 'In Progress' status, points to the 2nd configuration of RFS (expected behavior).
The 2nd configuration of CFS, which is in 'Completed' state, points to the 1st configuration of RFS (expected)

However, after performing an 'Issue' configuration on the 2nd configuration of CFS, we see behaviour change in the 2nd configuration of CFS,
Now the 2nd configuration of CFS, which is still in 'Completed' state points to the 2nd configuration of RFS.
