Managed Server Always Error After Patching To Network Integrity Version In RAC

The customer upgraded from NI to NI and then applied a patch for NI After the first step of upgrading to NI the cartridges were not re-deployed which is a required step.

The following error was generated as a result of the missed step for the managed servers.  Further scan and discovery actions could not be completed.  They also lost the ability to re-deploy cartridges.
