Navigation to Bill Base UI takes a long time for IGAs

The UI takes a very long time and even times out when navigating to the base bill UI for some IGA accounts.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Main Menu.
2. Select 'Finanancial->Bill'.
3. Search for a bill.
