During Re-ran BSP Export Scenario Definition Duplicate Scenario Name Inserted into Forecast Rates Scenario (Doc ID 2162849.1)

Symptoms

On : 8.0.2 version, Calculation Engine

When re-ran Export Scenario Definition duplicate records with the same SCENARIO_NAME inserted into FSI_FCAST_RATES_SCENARIOS table.

Steps:
1. Re-run the Export Scenario Definition rule from the Process Attributes form.
2. Found duplicate records are inserted into the FSI_FCAST_RATES_SCENARIOS table with the same scenario name but a new ID is generated.
