SQLExpress and Primavera Services Will Not Start. The Event Viewer Shows "Restore From a Backup of the Database, or Repair the database."

Information in this document applies to any platform.
When attempting to connect to the database, the following error occurs:
"Bad public user name or password. Database Server Error: Named Pipes Provider: Could not open a connection to SQL Server . ;"
The SQL Server (SQLEXPRESS) service and the SQL Server (PRIMAVERA) service will not start. This error is in the event log when attempting to start either service:
"Could not redo log record (1267:240:5), for transaction ID (0:58728), on page (1:361), database 'master' (database ID 1). Page: LSN = (1265:176:5), type = 1. Log: OpCode = 4, context 2, PrevPageLSN: (1267:216:5). Restore from a backup of the database, or repair the database."
The issue can be reproduced at will with the following steps:
1. Launch P6 and run the the database configuration wizard to the end
2. See error, try to start the Service
3. See the service not start and reference the event viewer
4. See event error
The issue has the following business impact:
Due to this issue, users cannot use the database.
