ALM Object Migration Fails with ORA-02291 & "Failed Migrating Object..[id:9001,name:<IRC Name>,type:801,Source Folder:,Target Folder:]" (Doc ID 2163746.1)

Symptoms

In Oracle Financial Services Asset Liability Management (ALM) 8.0.1, when you try to migrate a Static Deterministic ALM process, the migration fails while transferring a dependent Interest Rate code used in the Forecast Rates definition.  The following error exists in the migration View Log:

Preparing to Migrate Object..[id:9001,name:LIBOR IRC1,type:801,Source Folder:,Target Folder:]
Dependency Exist for the Object , So Preparing to Move Dependent Objects of Count..1
Preparing to Migrate Object..[id:USD,name:US Dollar,type:802,Source Folder: ,Target Folder: ]
Overwrite Not Allowed, So Not Migrating , As Object Already Exist In Target..[id:USD,name:US Dollar,type:802,Source Folder:null,Target Folder:null]
Started Migrating Object..[id:9001,name:LIBOR IRC1,type:801,Source Folder:,Target Folder:]
Failed Migrating Object..[id:9001,name:LIBOR IRC1,type:801,Source Folder:,Target Folder:]

There are no additional errors reported in the FUSIONSUBSYSTEMSService.log.  However, the fsapps.log contains the following error:

[24-06-16 03:03:14 AM] ~ ERROR ~ FSAPPS ~ [COMMONAPP] Inside Exception java.sql.BatchUpdateException: error occurred during batching: ORA-02291: integrity constraint (<atomic>.FK_FSI_IRC_RATE_HIST_1) violated - parent key not found

As a result of the error, the object migration of the ALM Static Deterministic process fails.
