Charter "Printer Friendly Version" Fails to Generate in Instantis EnterpriseTrack (Doc ID 2164159.1)

Symptoms

The 'Printer Friendly Version' for a specific Initiative in Charters executes, but does not generate a PDF file.

The issue can be reproduced at will with the following steps:
1. Log in as any user
2. Navigate to Charters > (charterID)
3. Select the charter name
4. Select the 'Printer Friendly Version' link directly under the Charter Details heading.
The following message appears "Please wait while the charter Details Report is loading. Status: Generating field information for Charter" but never generates the printable report.
