How to Use Account Level Credit for Service Usage

Information in this document applies to any platform.
An end user has an account with both account level and service level balance groups.
When both account and service level balance groups have credit, the usage consumes the service level balance successfully.
However, if only account level balance group has credit, the usage is failed to consume the account level balance.
How can the end user consume account level balance credit in such case?
